If you change your mind it's okay, your new electricity provider allows you ten days of 'cooling-off' period, which means that you have ten days to change your mind and go back to your current energy provider.
Definitely not! The delivery of actual energy to your premises, via the pipes and wires, is done by your energy distributer (not by your energy retailer). This distributor continues to supply the electricity to your house even when you change over to a different energy retailer. It's the retailer that issues your electricity bills, but they buy energy from the distributor, then resell it to you. You can't buy electricity directly from the distributor, you need to buy it from one of the retailers that resells their energy. You can be certain that there won't be any interruption to your electricity supply when you switch retailers, because the connection to the distributor continues to be the same as before.
The 'paperwork' is all processed very quickly, often in less than 24 hours. But the switchover will not happen until after your current provider has sent you a final bill, and they will only be able to do that after they've taken a final meter reading. Therefore, it depends on how soon your meter is next due to be read. It could take as long as three months.

Electricity Market Deregulation and Competition in Melbourne

Since the late 1990s the electricity market in Australia's Eastern and Southern states has been undergoing a deregulation process. The first stage of deregulation was to establish an intra-state electricity grid that enabled electricity that is generated in one state to be sold in other states.

The next stage, which happened earlier in some states, was the splitting up of the state owned electricity monopolies into several competing entities and then privatising them. In order to promote better competition the energy market was split into two types of entities
